In celebration of its 25th anniversary and the International Day of Peace, the Institute for Peace and Conflict Resolution (IPCR) has emphasized the critical role of local government autonomy in preventing conflicts and sustaining peace within communities.

The institute also announced an ambitious initiative to offer free virtual training in peacekeeping and conflict resolution to one million Nigerians in the near future.

During a World Press Conference held on the International Day of Peace, IPCR’s Executive Director, Mr. Joseph Ochogwu, identified the lack or ineffectiveness of local government as a fundamental factor behind persistent and deep-rooted community conflicts across Nigeria.

Referring to a 2003 study conducted by the institute, Ochogwu highlighted that many Nigerian communities have long been neglected by government presence, a condition repeatedly linked by IPCR’s research to the outbreak of violence.

“The absence or weakness of local governments leaves communities exposed and vulnerable to violent disruptions. Local governments serve as the frontline institutions for managing and resolving conflicts. When they fail or are non-existent, it creates a vacuum that violent groups exploit,” he explained.

“We commend the presidency and the attorney general for securing local government autonomy through the Supreme Court. Many may not grasp why functional local governments are essential. Without them, federal and state governments have limited capacity to address the everyday challenges and disputes that arise within communities.”

Ochogwu stressed that a robust local government should be capable of delivering essential services such as healthcare, education, and infrastructure, while also fostering inclusivity among residents.

“I take this opportunity to call for the empowerment of local governments across Nigeria. Enabling them to fulfill their responsibilities is crucial because effective governance is a key strategy for conflict prevention. Governance should not be limited to election periods; it must be an ongoing engagement. Local governments are the primary interface between citizens and the state, addressing immediate concerns and grievances.”

To tackle conflicts related to transhumance between farmers and herders, the institute actively trains local stakeholders and links them with security agencies to improve communication, response, and trust. This approach enhances peacekeeping capabilities by equipping communities with modern skills and fostering collaboration with security forces in conflict-prone regions.

Additionally, IPCR is developing a comprehensive curriculum for a free online peace and conflict resolution course aimed at grassroots peace education, targeting one million Nigerians.

“As part of our 25th anniversary celebrations, our National Peace Academy-which specializes in customized training on Forgiveness, Justice, and Reconciliation-is preparing to launch this tailored online program. Nigerians will be able to access four course modules and earn certification at no cost,” Ochogwu revealed.

The institute’s four-day commemoration of the International Day of Peace, themed ‘Act Now For A Peaceful World,’ will take place from September 19 to 22. Events include Jumm’at Prayers on September 19, a Church Service on September 21, and a peace walk on September 22, all designed to foster public participation and demonstrate a united commitment to peace.

Furthermore, IPCR will organize a Sports for Peace & Mental Health Clinic, combining physical exercise with mental health awareness. This initiative highlights the importance of addressing psychological trauma and promoting community well-being through sports activities.
