The Edo State Executive Council has sanctioned an updated supplementary budget totaling N799.820 billion for the 2025 fiscal year, marking a significant rise from the original N675.220 billion. This adjustment reflects an increase of roughly N125 billion, equivalent to an 18 percent growth.

This decision was reached during an urgent council session chaired by Governor Monday Okpebholo on Monday, September 29, 2025.

Addressing the press after the meeting, Finance Commissioner Emmanuel Okoebor highlighted that the budget revision aligns with the administration’s strong focus on enhancing infrastructure across the state.

“Our initial budget stood at N675 billion, with recurrent expenses accounting for about 33 percent and capital projects making up 67 percent. The revised budget now allocates approximately 70 percent to capital expenditure, reducing recurrent spending to 30 percent,” he stated.

Okoebor emphasized that this shift underscores Governor Okpebholo’s dedication to advancing Edo State’s infrastructural landscape.

He further detailed the breakdown of the budget increase.

“The overall budget has grown by N125 billion, representing an 18 percent increase over the previous allocation. Recurrent expenditure rose by around N12 billion, while capital expenditure saw a substantial boost of about N113 billion. This translates to a 25 percent rise in capital spending compared to a modest 5 percent increase in recurrent costs,” he explained.

“This clearly reflects the government’s priority on infrastructure development, which has positively impacted Edo residents. To date, we have completed approximately 254 kilometers of roadworks statewide, with numerous other projects underway,” Okoebor added.

He also noted that the slight increase in recurrent expenditure is largely due to the recent minimum wage adjustment and the recruitment of over 1,000 staff within the hospital management board, which necessitated additional funding.

“In summary, the budget has been augmented by N125 billion, an 18 percent rise, with capital expenditure increasing from N450 billion to N563 billion, marking a 25 percent uplift,” he concluded.

Separately, Commissioner for Information and Communication, Paul Ohombamu, stated that the revised budget will be submitted to the Edo State House of Assembly for review and approval.
