Two Senate Democrats are challenging President Trump’s recent unprecedented military operations targeting suspected drug traffickers at sea by proposing a Senate vote on a war powers resolution aimed at halting these escalated actions by the commander-in-chief.

Senators Adam Schiff of California and Tim Kaine of Virginia are spearheading this effort, despite facing significant hurdles due to limited Republican backing. They contend that the administration has failed to provide sufficient evidence to legitimize the strikes, which they argue violate both legal and constitutional boundaries.

Both lawmakers emphasize that Congress has not granted authorization for such military force.

“This resolution is designed to prevent further destruction of vessels,” Schiff explained to reporters in the Capitol before the vote. “It also addresses the administration’s warning that they might extend these attacks beyond maritime targets to include locations on land, such as in Venezuela or other areas.”

In the previous month, President Trump directed three military strikes against boats suspected of transporting members of the Tren de Aragua criminal organization involved in drug smuggling from Venezuela. The operations have resulted in 21 fatalities, though the identities of those killed remain undisclosed.

Venezuelan authorities have raised concerns that some of the deceased may not have been affiliated with the gang, sparking fresh tensions in the region. Nevertheless, the Trump administration maintains that the strikes are lawful, categorizing narcotics traffickers as military threats rather than mere law enforcement issues.

This approach marks a significant departure from the traditional U.S. drug interdiction strategy, where the Coast Guard typically intercepts vessels, seizes illicit drugs, and detains suspects for prosecution.

Kaine noted that over two dozen House Democrats have formally requested clarification from the administration regarding the legal justification for these strikes but have yet to receive a response. As a member of the Senate Armed Services Committee, Kaine mentioned that only one classified briefing has been conducted for senators, which failed to provide meaningful explanations.

“The briefing included numerous administration officials,” Kaine said, “yet no clear rationale was given for choosing military attacks over standard interdiction procedures.”

Both senators express concern that these military actions could inadvertently draw the United States into a broader conflict.

While it remains uncertain how many Republicans will support the resolution, a vote is anticipated soon. Schiff and Kaine have indicated they will reintroduce the measure if it does not pass initially.

Senator Rand Paul of Kentucky, known for advocating restrictions on war powers, appears to be the sole Republican ally in this effort. Conversely, figures like Senator Lindsey Graham of South Carolina have defended the administration’s stance, asserting that the rules of engagement have evolved.

Schiff and Kaine stress that without transparency regarding the identities of those killed, there is a risk of misidentification or wrongful targeting.

“I have no clear information about who was aboard these vessels, nor do I know if the administration has verified their identities, which is deeply troubling,” Schiff remarked. “We must consider whether innocent individuals may have been harmed.”

Kaine added that this lack of clarity raises serious doubts.

“My skepticism stems from the absence of satisfactory answers,” he concluded.
