Regional States Take Security into Their Own Hands Amid Federal Delays

In response to escalating security threats across northern Nigeria and the slow pace of federal intervention, several state governments have initiated independent strategies to curb violence, kidnappings, and disruptions to daily life.

Katsina State’s Strategic Security Enhancements

Following a spike in insecurity in Malumfashi Local Government Area, Katsina State has embarked on a comprehensive security upgrade. The state government sanctioned the acquisition of 700 motorcycles and 20 Toyota Hilux vehicles to improve mobility in hard-to-reach rural areas, where conventional vehicles struggle to operate effectively.

Governor Malam Dikko Umaru Radda’s administration emphasized security as its utmost priority during the 12th State Executive Council meeting. Dr. Nasiru Mu’azu Danmusa, Commissioner for Internal Security and Home Affairs, highlighted that these vehicles, alongside tactical gear such as firearms, carry cases, and operational kits, will empower the Katsina State Community Watch Corps to work closely with the Department of State Services (DSS) and other security agencies.

Additionally, the council approved the purchase of eight armored Toyota Land Cruiser “Buffalo” pickups to enhance secure access to bandit-affected zones. These initiatives aim to bolster both community-based security efforts and conventional law enforcement capabilities.

Dr. Danmusa called on residents to support these efforts through cooperation and prayers, reaffirming the government’s commitment to restoring peace throughout Katsina.

Peace Accord Between Kurfi Community and Bandits

In a landmark development, Kurfi Local Government Area witnessed a peace agreement between local leaders and bandits, aiming to end years of violence, cattle theft, and kidnappings. The truce was brokered in Wurma Forest, a hotspot for insecurity, under the leadership of Alhaji Mansur Amadu Kurfi, the Maradin Katsina and District Head of Kurfi, alongside Hon. Babangida Abdullahi Kurfi, the local government chairman.

The district head described the accord as a pivotal moment for Kurfi’s future, urging Fulani leaders to appoint traditional heads to enhance accountability. Prominent Fulani figures, including Alhaji Usman Kachalla Ruga and Sani Muhindinge, pledged to cease all violent activities and release any captives.

Hon. Abdullahi expressed optimism, promising community rehabilitation projects and fair treatment for detained individuals. The agreement also guarantees unhindered movement and business activities for Fulani herders, signaling a hopeful end to prolonged insecurity. Kurfi joins Jibia, Batsari, Safana, and Danmusa LGAs in forging peace with former bandits.

Borno State’s Integrated Security and Rehabilitation Model

Borno State’s sustained collaboration between government and security forces has been instrumental in maintaining relative calm amid over 14 years of Boko Haram insurgency. Governor Babagana Umara Zulum has persistently lobbied for increased federal military presence while equipping security operatives with more than 300 patrol vehicles and 500 motorcycles.

The establishment of the Civilian Joint Task Force (CJTF), a volunteer youth group, has complemented military operations, significantly reducing attacks. The government also supports wounded soldiers and families of fallen heroes through housing and financial aid.

Notably, the ‘Safe Corridor’ deradicalization program has facilitated the surrender and reintegration of over 200,000 former insurgents and their families, exemplifying a successful non-kinetic approach to counterinsurgency.

Kwara State’s Forest Vigilante Initiative

To combat criminal activities in forested and difficult terrains, Kwara State has deployed trained local vigilantes as forest guards. The state, in partnership with its 16 local governments, procured 320 motorcycles to enhance patrol capabilities in these challenging environments.

Governor AbdulRahman AbdulRazaq has engaged traditional rulers and stakeholders in both Kwara North and South to align security strategies and ensure community involvement in safeguarding the region.

Kaduna’s Dual Approach: Security Operations and Peacebuilding

Governor Uba Sani’s administration in Kaduna State combines military action with dialogue and socio-economic empowerment to address insecurity. The Kaduna Peace Dialogue Group plays a crucial role in reintegrating repentant bandits, fostering reconciliation.

Information Commissioner-designate Malam Ahmed Maiyaki highlighted the reopening of the Kara and Giwa livestock markets-closed for over ten years due to insecurity-as a testament to the success of these efforts. Over 500,000 hectares of land have been reclaimed, signaling a return to stability in previously volatile areas.

Yobe State’s Security Assessment and Response

In light of recent insurgent activities in Gaidam, Gujba, and Yunusari LGAs, Governor Mai Mala Buni initiated a thorough security audit. Brigadier General Abdulsalam Dahiru (rtd), the state’s special security adviser, attributed the unrest to cross-border infiltration from neighboring regions.

Security forces have since restored calm, with ongoing measures to prevent future incidents. Yobe’s strategic location bordering Borno State and the Republic of Niger underscores the importance of vigilant security management.

Military Infrastructure Expansion in Kebbi State

Kebbi State Governor Nasir Idris successfully advocated for the establishment of military bases in high-risk areas following persistent kidnappings and killings. Visits from top Defence, Air, and Naval Chiefs have resulted in enhanced strategic support.

Director of Security Abdulrahman Zagga noted that collaboration between vigilantes, community leaders, and security agencies has significantly reduced insecurity in the state.

Sokoto State’s Comprehensive Security Support

Under Governor Ahmed Aliyu, Sokoto State has intensified support for security agencies through logistical aid and innovative strategies. The administration emphasizes the critical role of citizen participation in combating crime and maintaining peace.

Political Perspectives on National Security Responsibilities

The All Progressives Congress (APC) has endorsed the Chief of Defence Staff (CDS), General Christopher Musa’s assertion linking recent violence to the upcoming 2027 general elections. Speaking on Channels Television’s Politics Today, General Musa highlighted the political dimensions of insecurity.

APC’s Director of Publicity, Yusuf Bala Ibrahim, stressed that the CDS’s insights should be trusted given his access to classified intelligence. He emphasized that addressing insecurity is the military’s core duty, independent of political influence or directives.

“Security is a shared responsibility, but the military must proactively neutralize threats without external prompting,” Ibrahim stated, underscoring the CDS’s mandate to safeguard national stability.
