The Federal Capital Territory Administration (FCTA) has taken decisive measures by demolishing over 30 illegal structures at River Park Estate in Abuja, citing significant violations of planning regulations.
This crackdown targeted developers who continued construction activities despite the annulment of their lease agreements. Earlier, on August 8, 2024, FCT Minister Nyesom Wike set up a special committee to address the ongoing conflicts surrounding the estate.
Chaired by Barrister Salman Dako, the committee recently delivered its findings, underscoring the necessity of reclaiming undeveloped land parcels to reinforce administrative control as stipulated in the Development Lease Agreement (DLA).
However, the committee recommended that individuals holding former ‘customary’ titles within the estate, who have developed their plots in compliance with existing regulations, should retain their titles. This recommendation aligns with a recent court ruling referenced in the report.
Mukhtar Galadima, Director of Development Control, led the enforcement operation on Wednesday. He explained that the action was triggered by intelligence reports indicating that some developers were hastening construction despite official stop-work orders.
“About a week ago, two committees submitted their reports to the Honourable Minister. One committee focused specifically on the River Park Estate, advising that all undeveloped plots be reverted to the FCT Administration,” Galadima stated.
“We received information that certain developers were working continuously to develop vacant plots. Although stop-work notices were issued, inspections this morning revealed ongoing construction, prompting the demolition of all structures and excavation sites,” he added.
Galadima disclosed that more than 30 foundation pits had been dug and assured that these would be promptly filled.
“Any structure found on the site will be dismantled. This is just the initial phase. Fortunately, the developments are still at the excavation stage, but any new construction will be removed without hesitation,” he warned.
When asked about claims involving Paulo Homes in the unauthorized developments, Galadima referred inquiries to the legal secretariat for further clarification.
“The committee’s report indicates that the Development Lease Agreement has expired,” he noted.
He emphasized that no further illegal construction would be tolerated. “With over 30 foundations already excavated, we will backfill them all. Any new building activities will be demolished again,” he affirmed, adding that legal proceedings might follow.
“The legal secretariat will decide on the next steps, which could include prosecution. We expect some public backlash, which is understandable,” he concluded.
One resident impacted by the demolition, Pastor Chimdi Obwe from the nearby Ciarudi area, expressed frustration over the disruption caused by the operation.
“Access to my home has been blocked for an extended period. The exit route we relied on was suddenly closed, forcing my children and me to face considerable difficulties. My fence was torn down, and now we cannot reach our vehicles; we are effectively trapped,” he lamented.
