The Nigerian Bar Association (NBA) has taken legal action against the Inspector-General of Police (IGP), Kayode Egbetokun, over the recently reintroduced tinted-glass permit policy, describing it as unlawful and a violation of citizens’ fundamental rights.
The decision to file the suit was reached at the association’s pre-conference National Executive Council meeting in Enugu on August 23, where members condemned the directive and resolved to challenge its implementation in court.
The policy, announced in April 2025 and originally scheduled for enforcement on June 1 before being extended to October 2, mandates motorists to obtain annual permits for tinted windows through a digital platform.
In a statement on Thursday, Chairman of the NBA’s Section on Public Interest and Development Law, Prof. Paul Ananaba (SAN), raised concerns about the handling of funds generated through the policy.
According to him, the association “was informed that permit fees are being paid into a private account,” a development he said raises serious issues of transparency and accountability.

The case, filed as The Incorporated Trustees of the Nigerian Bar Association v. The Inspector General of Police & Anor (Suit No: FHC/ABJ/CS/182/2025), has not yet been assigned to a judge.
Ananaba assured that the NBA would pursue the matter to its logical conclusion. He also urged the police to suspend enforcement of the policy while the case is before the courts.
The tinted-glass permit policy was revived on May 1, 2025, when the police reactivated their digital application platform after years of criticism over extortion, harassment, and arbitrary arrests tied to tinted vehicles.
While the Nigeria Police Force maintains that the initiative is meant to improve transparency and bolster national security, many motorists have decried the N16,000 permit fee as burdensome, especially given prevailing economic challenges.
