Nigeria and Japan Forge Groundbreaking Partnership to Empower Nigerian Tech Professionals
The Nigerian federal government has successfully brokered a landmark agreement with Japan, officially designating Kisarazu city as Nigeria’s “hometown” in Japan. This initiative opens doors for Nigerian technology experts and skilled workers to live, innovate, and contribute productively within this vibrant Asian hub.
Special Visa Program to Attract Nigerian Talent
Announced during the 9th Tokyo International Conference on African Development (TICAD9), the collaboration introduces a unique visa category tailored for highly skilled Nigerian youth eager to work in Kisarazu. According to Abiodun Oladunjoye, Director of Information at Nigeria’s State House, this visa will also extend to Nigerian artisans and blue-collar workers committed to upgrading their skills through work opportunities in Japan.
Japan recognizes Nigeria’s vast pool of young talent and its rapidly growing population, viewing this partnership as a strategic move to enhance skill development, deepen bilateral ties, and stimulate economic growth in both nations.

Expanding African-Japanese City Partnerships
Beyond Kisarazu, Japan has designated three other cities as “hometowns” for African nations: Nagai in Yamagata Prefecture for Tanzania, Sanjo in Niigata Prefecture for Ghana, and Imabari in Ehime Prefecture for Mozambique. This innovative approach aims to deepen cultural and economic connections, fostering long-term population growth and mutual cooperation between these municipalities and their African counterparts.
Japan’s strategy is rooted in strengthening trade and economic collaboration with Africa, leveraging these hometown designations to build lasting partnerships and enhance people-to-people ties.
Kisarazu’s Role in the 2020 Tokyo Olympics
Notably, Kisarazu served as the official host city for Nigeria’s Olympic team during the Tokyo 2020 Games, providing a training and acclimatization base ahead of the competition, which was postponed due to the COVID-19 pandemic. This prior engagement laid the groundwork for the current partnership.

Japan Commits $5.5 Billion to African Development and Talent Empowerment
At TICAD9, Japan unveiled a $5.5 billion investment package aimed at accelerating Africa’s development by nurturing youth innovation, empowering women, and promoting regional integration. This funding is part of Japan’s broader vision to address its own demographic challenges by tapping into Africa’s youthful and dynamic workforce.
Prime Minister Shigeru Ishiba emphasized the importance of deepening Japan’s understanding of Africa to foster effective collaboration. He highlighted three pillars of the partnership: private sector-driven sustainable growth, youth and women’s empowerment, and enhanced connectivity within Africa and beyond.
With approximately 60% of Africa’s population under 25 years old as of 2024, and projections estimating this number to reach 830 million by 2050, Africa represents a critical reservoir of talent and innovation potential for global partners like Japan.

Strengthening Nigeria’s Economic Ties with Japan
As the world’s third-largest economy, Japan is a pivotal partner for Nigeria and other African nations seeking sustainable growth. Nigeria aims to expand its current $1 billion trade relationship with Japan, focusing on sectors such as high-tech innovation, agriculture, renewable energy, healthcare, and information technology.
President Bola Tinubu recently underscored the importance of international cooperation in harnessing technology as a force for unity, peace, and progress rather than division, reinforcing the significance of this partnership for Nigerian youth and innovators.
This collaboration not only provides Nigerian talents with a global platform to showcase their skills but also fosters an environment conducive to innovation, skill enhancement, and cross-cultural exchange.
